Public assemblies have become the instrument of choice for those who want to make their voice heard and shape their societies in countries worldwide. It is a volatile force which have toppled governments and brought ideologies to an end. Depending on how they are handled, they can bring great growth, or leave deep scars on society. The United Nations Human Rights Committee will during the newt two years draft guidelines on how such events should be approached by states. Prof Christof Heyns, who is leading the process in the Committee, will give an introduction to the topic and identify some of the unresolved issues.
